BCDA Partners With StB GigaFactory to Explore Renewable Energy Solutions
In August 2026, the Bases Conversion and Development Authority (BCDA) partnered with StB GigaFactory Inc. to explore renewable energy technologies to assist current workflows and future goals at New Clark City in Tarlac. BCDA signed a memorandum of understanding with StB GigaFactory to examine renewable energy technologies, including energy storage systems and electric transportation technologies, which would power next-generation industries.
This MOU is a 1-year contract that intends to encourage the adoption of green energy, grid reliability, and environmentally friendly transportation infrastructure to develop a next-generation renewable energy ecosystem in New Clark City. According to Joshua Bingcang, BCDA President and Chief Executive Officer (CEO), this joint venture with StB GigaFactory will help them achieve their goal of making New Clark City a benchmark of a sustainable and tech-savvy urban model.
According to the MOU, StB GigaFactory would be granted access to sites, vital project information, and administrative help by BCDA. The company will supervise site surveys, technical feasibility considerations, and economic planning for the execution of renewable energy solutions. StB GigaFactory introduced the first production site for lithium iron phosphate battery cells for residential, industrial, and commercial battery energy storage systems (BESS) in the Philippines.
Many more companies are expected to contribute to various sectors in New Clark City for the development of a next-generation manufacturing ecosystem. The government intends to develop an AI Industrial hub under its Pax Silica initiative. This hub would be used for the manufacture of AI-based components, electronic products, and semiconductors.

Impact on the Energy and Power Industry
According to Precedence Research, the joint venture between BCDA and StB GigaFactory is expected to positively impact the energy and power industry. Governments across the globe are imposing stringent emission regulations on energy projects and factories in various sectors, setting a limit on permissible emissions. This partnership brings together governance and industrial prowess to enable city-wide implementation of next-generation renewable energy technologies.
Impact on the Renewable Energy Market
The global renewable energy market size accounted for USD 1.74 trillion in 2025 and is predicted to increase from USD 2.04 trillion in 2026 to approximately USD 8.25 trillion by 2035, representing a CAGR of 16.84% from 2026 to 2035.
According to Precedence Research, the partnership between BCDA and StB GigaFactory is expected to benefit the renewable energy market. Various sectors are adopting renewable energy to power their operations due to various factors, which are:
- Recent global geopolitical tensions have hampered the long-haul ocean logistics of crude oil, which has forced various industries that conventionally relied on petroleum-based fuels to shift to renewable sources of energy. There have been significant fluctuations in the price of crude oil, which have encouraged various governments and corporations to find alternatives.
- Governments have imposed stringent regulations regarding the emission of harmful gases, and various corporations have set their own sustainability and carbon emission goals. The adoption of renewable energy helps them move forward towards their goals.
This joint venture is one such initiative to find future-ready alternatives to fossil fuels.
Impact on the Electric Car Market
The global electric car market size is valued at USD 176.39 billion in 2025 and is projected to reach around USD 581.08 billion by 2035 with a notable CAGR of 12.66% from 2026 to 2035.
According to Precedence Research, the collaboration between BCDA and StB GigaFactory is expected to positively impact the electric car market. The MOU also includes the development of electric energy infrastructure, which would be helpful for the city-wide operation of electric cars.
A robust energy ecosystem would facilitate affordable electricity for electric cars. It would result in significant advancement of the electric vehicle ecosystem. The development of such a widespread ecosystem would result in affordable electric vehicles, as scale promotes affordability. It also aligns with the sustainability goals of various governments and corporations, as electric vehicles do not have any tailpipe emissions.
About StB GigaFactory
StB GigaFactory is a prominent battery energy solutions company. The history of this company represents the journey of Trevor St. Baker. He shaped the energy framework of Australia by driving innovations in electricity utilities owned by the government of Queensland. He founded the first power station planning department of Queensland in 1971. He also founded the Energy Resources Division in 1975, which deregulated fuel procurement and secured vital coal supply contracts. He founded ERM Power in 1980, which was a prominent company in the energy sector of Australia.
The company was awarded some major energy contracts, such as the Oakey Power Station in Queensland and various gas-based stations, which contributed to almost half of the new power generation in Australia in the 2000s. St. Baker collaborated with several battery industry veterans to establish the first lithium iron phosphate factory in the Philippines in 2023.
