DigiCert Launches AI Trust Manager to Control AI Agent Identity
In September 2026, DigiCert launched AI Trust Manager, now generally available as part of the DigiCert ONE platform. The software is designed to help organizations identify, manage, and control AI agents operating within their businesses and across external systems.
AI agents are taking on tasks that include accessing sensitive data, using software tools, writing code, making decisions and completing transactions with limited human involvement. For many security teams, that has created a governance gap, as identity systems built for staff and conventional software do not easily extend to autonomous agents moving between applications, cloud environments and organizations.
DigiCert's approach centers on what it calls an AI Passport, a cryptographically signed credential that verifies an agent's identity and links it to an owner. The system also uses policy-based permissions, described as visas, to limit which systems, data and actions an agent may access, and for how long.
According to the company, these credentials travel with the agent, allowing another organization to verify its identity and permissions without using the same identity provider. A receiving organization can still deny access in its own environment, while an automated kill switch can help to block prohibited actions and revoke an agent's authority if anything changes.
Impact on the AI Market
The product enters a market where buyers are placing more emphasis on technical proof of security and governance, according to IDC. That reflects broader concern among businesses about unverifiable claims around AI safeguards. The company further said that this AI Trust Manager will let enterprises discover AI agents bought from third parties or developed internally, assign each one to an accountable owner, define its permissions, and change or revoke those permissions when policy or risk conditions shift. The system can also revoke groups of agents rather than only individual instances.
DigiCert is positioning the service as an extension of digital identity principles into AI governance. Rather than relying solely on internal badges for trusted access, it aims to create a portable identity and authorization layer that can be checked across organizational boundaries.
Impact on the AI Governance Market
The global AI governance market size is valued at USD 309.01 million in 2025 and is predicted to increase from USD 419.45 million in 2026 to approximately USD 5,883.90 million by 2035, expanding at a CAGR of 34.27% from 2026 to 2035.
According to Precedence Research, the rapid expansion of AI regulation by the public sector is also increasing the spread of AI governance. Governments in North America, Europe, and the Asia-Pacific region are establishing formal systems to manage the evolving changes in transformative AI. AI governance encompasses tools and processes that oversee AI development and deployment, ensuring ethical, accountable, and transparent practices. This includes model documentation, bias detection, audit trails, human oversight, and ongoing risk monitoring.
Increased AI adoption in high-stakes sectors is also expected to boost the growth of the market. This growing adoption in a range of sectors is likely to increase the need for robust governance. Industries like medical, financial, legal services, and critical infrastructure are integrating AI into decision-making systems that impact human lives and economic stability.
