Dr. Val Arkoosh, Department of Human Services (DHS) Secretary, emphasized the importance of thinking of food as medicine and how Governor Josh Shapiro proposed the investment of state funding for a food-is-medicine pilot program, called Investments in Health.

Through the pilot program, Medicaid recipients with certain diet-sensitive chronic health conditions will receive medically tailored meals that can improve health, reduce the need for hospital stays and other costly interventions, and reduce health care spending.

According to Towards Healthcare, the U.S. medical foods market is projected to experience significant growth, with estimates suggesting the market size will increase from USD 10.52 billion in 2026 to approximately USD 19.18 billion by 2035, representing a compound annual growth rate (CAGR) of 6.9% from 2026 to 2035. Growth is driven by advancements in medical research, and digital health platforms allow healthcare providers to design tailored nutritional interventions that improve patient compliance and therapeutic outcomes. The growing geriatric population is more susceptible to nutrient deficiencies, frailty, and the "anorexia of aging," significantly boosting the demand for specialized oral nutritional supplements.

About Shapiro Administration

The Shapiro Administration is led by Pennsylvania Governor Josh Shapiro, and his administration is largely defined by a getting stuff done approach, focusing on government efficiency, infrastructure development, educational funding, and forward-looking technology initiatives.

It focused heavily on revitalizing communities through grants and targeted support, with massive investments directed toward reducing industrial emissions, combating climate change, and improving local transportation and municipal spaces.

Secretary Arkoosh stated that we're driven by the belief that fresh, nutritious, and truly accessible food is a human right, and we look forward to discussing how to ensure that more Pennsylvanians enjoy that right through a positive, proactive approach to improving people's health.

We can improve both their quality of life and reduce health care costs by investing in less expensive, less invasive interventions like medically tailored meals; that is a win for everyone.

A recent report by Towards Healthcare highlights that the U.S. medical foods market is witnessing growth due to the rising incidence of chronic conditions, such as cancer, diabetes, Alzheimer's, and chronic kidney disease, requires highly tailored nutritional management that cannot be fulfilled by standard over-the-counter supplements. Direct-To-Patient Delivery also lowers costs and automates prescription-based refills for patients managing chronic conditions at home.
