Somalia Government Unveils National Cybersecurity Risk Management Framework

Various sectors in Somalia are going through rapid digital transformation, including government institutions, vital infrastructure, telecommunications, and BFSI. The government has acknowledged the cybersecurity risks that digital systems are vulnerable to and has established the National Cybersecurity Risk Management Framework in July 2026 to detect, assess, manage, and mitigate cyber threats.

This framework is intended to safeguard the nation’s digital systems and critical information infrastructure (CII). The framework was unveiled by the Ministry of Communications and Technology (MoCT). According to Minister Mohamed Adam Moalim, cybersecurity is an important component for the nation as the economy undergoes rapid digitization. He said that the framework offers foundational cybersecurity needs, administrative regulations, and risk handling capabilities.

According to the National Communications Authority (NCA), which is the nation’s primary cybersecurity regulator, the framework provides firms a centralized way to detect, assess, and mitigate cyberthreats while adhering to national and global digital regulations. General Mustafa Yasin Sheikh, who is the director of NCA, is of the opinion that this framework is expected to enhance regulatory monitoring, digital public platforms' resilience, and assessment-based decision-making.

The framework has been developed keeping in mind global standards such as ISO/IEC 27000 and ISO/IEC 27005 to guide cybersecurity administration. It helps companies to detect vital business workflows, data resources, hardware, software, networks, and supporting infrastructure and divide them into security domains to facilitate consistent threat detection and protection.
