Thales Partners with Google Cloud to Establish Sovereign Cloud in Germany
Thales has unveiled a strategic partnership with Google Cloud aimed at launching a sovereign cloud solution in Germany. This initiative builds upon S3NS, Thales’ trusted cloud subsidiary in France, which operates the company's first European sovereign cloud region. The partnership responds to the growing demand in Germany for sovereign solutions designed to safeguard sensitive data from extraterritorial laws. To ensure data remains secure and inaccessible to third parties, including non-European entities, Thales will establish a legally and operationally independent entity in Germany, managed by local personnel. The solution will leverage Google Cloud technology while maintaining full German oversight and adhering to stringent security, compliance, and regulatory requirements for sensitive sectors.

According to Precedence Research, the Sovereign Cloud Market was valued at USD 117.53 billion in 2025 and is projected to grow from USD 139.27 billion in 2026 to approximately USD 651.43 billion by 2035, expanding at a CAGR of 18.70% from 2026 to 2035, driven by increasing demand for data sovereignty and protection from extraterritorial laws.
Resilient Sovereign Cloud Across Europe
Thales and Google Cloud are launching a German sovereign cloud to deliver secure, autonomous, hyperscale services for businesses and public sector organizations. Operated independently by Thales, it will provide legal and technical assurances, stronger continuity for European users, and is currently in preview, with full rollout expected by the end of 2026. Two sovereign cloud regions in Germany will mirror S3NS’s PREMI3NS model in France. Together, the German and French regions will support cross-region disaster recovery and greater resilience across Europe. Following PREMI3NS’s expected SecNumCloud 3.2 qualification in 2025, the initiative highlights secure innovation and sensitive data protection.
Secure, Compliant, Sovereign by Design
The new German sovereign cloud region aims to meet SecNumCloud and C5-C3A standards, creating a model that supports multiple local certification frameworks and simplifies compliance for multinational customers. Thales, present in Germany since 1880 with 2,300 employees across nine sites, brings deep expertise in defense, security, aerospace, digital identity, and other critical sectors. Employee representatives will be consulted, and the new entity’s name will be announced later. Customers and partners see the initiative as secure, scalable, compliant, and sovereignty-focused.
