ConveGenius Partners with Bihar Government to Build Atmanirbhar AI Stack

In August 2026, the Government of Bihar signed a Memorandum of Understanding with ConveGenius.AI to develop an AI infrastructure stack that will be built and governed within the state, with the government retaining control over data, AI governance and policy controls. The MoU was signed in Patna on August 21 in the presence of Bihar IT Minister Shri Nitish Mishra, Deputy Secretary of the Department of Information Technology Shahnawaz Ahmed Niyazee and Jairaj Bhattacharya, Co-founder and CEO, ConveGenius.AI.

The proposed infrastructure will also provide a foundation for AI models and services to be built around Bihar-specific data and requirements. ConveGenius.AI will establish the infrastructure within the state, while governance, data ownership and policy controls will remain under the control of the Bihar government.

The partnership also includes an education and skilling component, where the AI infrastructure is intended to support contextual skilling programs for young people, as well as help workers, technicians and enterprises adopt AI capabilities.

ConveGenius.AI stated that the initiative builds on its more than 12 years of experience deploying technology infrastructure across Indian states, particularly in education. The company also said that it plans to extend that experience into AI infrastructure covering education, skills and citizen services. The proposed Bihar AI stack is further set to create a common technological and knowledge foundation across departments, with the stated objective of strengthening state-level control over AI, developing local capabilities and improving access to government services.

Through this partnership, ConveGenius.AI and the Government of Bihar aim to build an AI ecosystem that strengthens sovereignty, creates high-value technology opportunities, builds local AI talent, prepares youth for the future and delivers more meaningful services to the citizens of Bihar.

A key part of the partnership is the development of B-ONT, which is an ontological mind map that covers the state’s schemes and services. Acting as a unified knowledge graph, B-ONT will bring together the technical and knowledge architecture of the state, thus enabling AI agents to intelligently navigate it and support citizens in accessing schemes and services. Implemented as an intangible state asset, it will also enable the creation of multiple agents and services accessible across departments and by citizens directly, thus unlocking cross-department service delivery and the creation of new public service capabilities and digital value on this asset.

This shared foundation will also help various departments to build AI services faster and work together in a more seamless manner, while also giving citizens simpler and more integrated access to government services.
